Our board represents decades of combined experience in law enforcement, military service, advocacy, and research. We are all dedicated to the same mission and collaborate to compliment each other’s skills, combating human trafficking.

Joseph Sweeney
Co-Founder/CEO/Board Chairman
Joseph Sweeney serves as the Co-Founder/CEO/Board Chairman of The Asservo Project. For over 29 years, Mr. Sweeney has devoted himself to serving his country and community as a former SWAT Operator, Bomb Squad Commander, and U.S government Explosive Security Specialist. He has traveled to over 10 + countries, training, equipping and supporting our allies combating terrorism in their country.
Most recently he spent 3 ½ years in Afghanistan until the pull out in 2021 While serving overseas, he had conversations with colleagues about child kidnapping and human trafficking. Once aware of the size and scope of this epidemic and the lack of effort to combat it, he felt he had to do something to help these people and, consequently, in 2017 The Asservo Project was formed. They provide resources to assist Law Enforcement in investigations, cyber tracking and conduct awareness seminars to schools, communities, and build relationships with global organizations.
Mr. Sweeney is also the former International Director of the International Association of Bomb Technicians and Investigators (IABTI) and currently serves on its Board of Trustees. He also serves on the Board of Directors for The National Promise Coalition, an organization that works to help domestic violence victims. He is also a member in good standing with the National Tactical Officers Association.

Scott Dooley, CFA
Board Treasurer
Scott is a seasoned investment manager, entrepreneur, and innovative global executive with strong leadership skills and a focus on hands-on execution. He has over two decades of experience in asset management in multi dimensional roles serving and delivering creative solutions to institutional investors, the wealth management industry, and families of substantial wealth.
As a Chief Investment Officer, he designed and managed strategies with over $1 billion in assets. In addition, he is a financial expert adept at raising capital: +$25 million in early stage funding and +$850 million in client assets.
Scott is currently a Managing Director at Rayliant Global Advisors and plays a multi dimensional role, engaging in strategic initiatives and opportunities while concentrating on key areas to drive firm growth.
In addition, he is a Managing Director and Portfolio Manager at Columbus Macro, LLC, a boutique investment firm located just outside Pittsburgh, Pennsylvania.
Before joining Rayliant and Columbus Macro, Scott founded Fusion Investment Group in 2006, where he was CEO and served as Chief Investment Officer. In 2011 he simultaneously co-founded ETF Global, LLC, a leading provider of data, research, investment decision support applications, proprietary risk analytics, and educational offerings for Exchange-Traded Products. Prior to that, he was Managing Partner and Chief Investment Officer at Blue Vase Holdings, LLC, where he was a member of the executive management team and responsible for all investment decision-making and operations. He helped lead the firm’s growth to over $1 billion in assets before its sale to ING.
Scott obtained an MBA from the University of Chicago’s Booth School of Business, pursuing his studies in both London and Singapore. He has a BS degree from Grove City College with honors in finance. He has earned the Chartered Financial Analyst (CFA) designation and is a member of the CFA Institute and the CFA Society South Carolina.
Scott has served on The Asservo Project’s Board of Directors since 2020 and is currently Board Treasurer. He is deeply passionate and driven to do all that he can to protect and rescue children from sex trafficking and exploitation.

Stephanie Muick-Cervone, Esquire
Legal Counsel
Stephanie is the owner and sole member of Cervone Law, LLC and has been a practicing attorney for 19 years. Her practice focuses on domestic relations issues such as Protection From Abuse, Divorce, Custody, Support and Dependency matters in both the Adult and Juvenile Sections of the Court of Common Pleas of Allegheny County and surrounding counties. Stephanie has been appointed by various Judges as a Guardian Ad Litem to represent the best interests of children involved in what are often highly contentious custody cases. While serving in this capacity, she does not act as legal counsel for the children but rather as a representative of the children to assist the Court in deciding what is in their best interest with respect to custody, medical and/or educational decisions. In addition to serving as a Guardian Ad Litem for children in custody matters, she has also been appointed as Guardian Ad Litem in other domestic relations matters to assist individuals who often suffer from mental or physical impediments. In addition to this assistance to the Court, Stephanie also accepts various private appointments from Judges to advocate for the interests and protect the legal rights of indigent parents whose children are subjects of Juvenile Court dependency and termination of parental rights proceedings in Allegheny County. She also serves as lead representation, as appointed by the Allegheny County Court Administrator, for defendants in child support matters facing contempt charges and possible incarceration due to non-payment of support.
Stephanie recognizes how important it is to give back to those that are in need or cannot adequately defend themselves, and she dedicates a significant amount of time volunteering to various organizations.
Stephanie is a volunteer member of CASA of Allegheny County, which focuses on advocating for abused and neglected children, serving as “the eyes and ears” for the Judge in child welfare cases. Stephanie has also volunteered for the Light of Life Women’s Shelter by providing legal consultations and pro bono representation to women in recovery from addiction who were dealing with issues surrounding child dependency, child custody and divorce in their transition to sober living. She has been a guest speaker at Divorce Clinics proving information at no cost for those engaged in the divorce and/or custody process. She has also been certified by Mental Health First Aid USA where she was trained on how to help individuals with developing mental health problems or who are experiencing a mental health crisis, and how to properly respond to signs of addiction and/or mental illness. Stephanie also participates in the 8:Fifteen Organization and GAP Program, a non-profit organization, which assists children and young adults, who are currently in or have aged out of the foster care system, in acquiring and honing everyday life skills. In participation with 8:Fifteen, she has had the opportunity to tutor foster children and assist them in ascertaining goals with a step by step plan to achieve those goals.
Stephanie is on the Board of Directors of The Asservo Project, a non-profit organization, which focuses on promoting awareness surrounding human trafficking and protecting at risk individuals from trafficking and child exploitation. The Asservo Project investigators work proactively and reactively in locating, identifying and tracking criminals while working with federal, state, local and international law enforcements to rescue victims and bring perpetrators to justice. An additional component of services includes raising awareness of this epidemic through educational discussions, seminars and fundraising events.

Jason Burtt
Board Member
Jason Burtt is the Founder/CEO of Unaltered Ministries (UNA) an organization whose mission is ‘to lead others to fullness of life through God’s unaltered design.’ UNA launched in 2019 out of an expansion and re-visioning of a ministry formerly called Silver Ring Thing. Founded in 1995, Silver Ring Thing was a worldwide movement that challenged a generation of teens to live with sexual integrity through the Gospel of Jesus Christ. Jason’s leadership was catalytic to executing more than 1,400 events worldwide, reaching nearly 750,000 attendees. Jason has appeared on 60 Minutes, MTV, The BBC and other media outlets and channels. He is a regularly sought after speaker and presenter for various conferences and events. Jason is also the founder of the Three Rivers Initiative, a growing strategic agenda to ‘unite the body of Christ to be the Church and build the Kingdom in Pittsburgh and beyond.’ Jason is husband to Heidi, his bride of 15+ years, and father of four children, Isaac, Avery, Micah, and Levi. Jason and family currently reside just outside Pittsburgh, PA where they are actively involved in local church mission.
